Major Projects
Tim Pallas is the Minister for Roads and Ports and Major Projects. Minister Pallas oversees Victoria’s extensive roads network, road safety initiatives, Victoria’s world-class ports, as well as the largest major projects program in the state’s history. He also has responsibility for logistics and marine safety issues.
Minister Pallas is the Victorian representative on the Australian Transport Council – the peak body for Commonwealth, State, Territory and New Zealand Governments that coordinates and integrates transport and road policy issues.
Mr Pallas was elected Member for Tarneit (MLA) in November 2006 and was sworn in as Minister for Roads and Ports in December 2006 and as Minister for Major Projects in December 2008. Previous to his current role he was Chief of Staff to the Premier of Victoria, Steve Bracks – a position held since October 1999. He worked as Chief of Staff for Mr Bracks when Opposition Leader from March 1999.
From April 1994 to March 1999, Mr Pallas held a broad variety of senior positions within the Australian trade union movement. These roles included Assistant Secretary ACTU and as a Member of the ACTU Executive Council, the National Labor Consultative Committee, the ACTU Wages Committee and the NLCC Industrial Legislation Committee (COIL). Mr Pallas was also a Member of the Administrative Review Council for two years.
Mr Pallas worked in the Federated Storeman and Packers Union and its successor organisation, the National Union of Workers from November 1985 to April 1994. He held several positions as Industrial Democracy Officer, National Research Officer, Branch Organiser, National Industrial Officer, National Legal Officer and Assistant General Secretary.
From June 1983 to November 1985 Mr Pallas held the position of Federal Industrial Officer for the Federal Firefighters Union.
Mr Pallas was born in Newcastle, New South Wales and has degrees in both Arts and Law from the Australian National University.Hon. Justin Madden MP
Minister for Planning - Victoria
The Hon. Justin Madden MLC first entered the Victorian Parliament in 1999. Justin has more than 30 years of experience in sport that ranges from a successful AFL career to Minister for Sport and Recreation and Minister responsible for delivering the highly successful Melbourne 2006 Commonwealth Games. He has also worked as a school teacher and is a qualified architect.
Urban Planning and design are topics that Justin is passionate about. As the Planning Minister, Justin is keen to take advantage of opportunities to improve the way we use Victoria’s planning system to ensure that it delivers well-designed neighbourhoods providing more lifestyle and housing choices.
Justin has been appointed Minister for the Respect Agenda coordinating the Government’s actions and working with important community and business organisations to address social issues.
Issues to be addressed through the Government’s Respect Agenda include alcohol related violence, building respectful relationships, discouraging bullying, celebrating difference and diversity in Victoria, promoting parenting skills and encouraging community participation and civic responsibility in Victoria.Justin is dedicated to family life with his wife and four children.
Prue Digby (B.Soc.Sci) FAIM FIPAA

Prue Digby is the Deputy Secretary of Planning and Local Government, Department of Planning and Community Development.
Prue was previously the Executive Director of Local Government, Employment and Adult Education in the Department for Victorian Communities.
Prior to this Prue was the Chief Executive Officer for the City of Yarra and also worked as a senior manager at the City of Melbourne. Prue started her professional career as a social worker.
Prue has over 25 years experience in providing community and public related services to inner Melbourne in both the government and non-government sectors. She has extensive experience in managing organisational change, delivering services from complex organisational settings, and dealing with sensitive community issues.
Prue is currently the President of Ruyton Girls School.
Outside of her professional life, Prue is involved with many family activities. As a result of having a child with a disability, Prue has participated in a range of community based and parent run support activities and organisations for children with disabilities.
Pru Sanderson
CEO, VicUrban
VicUrban is the Victorian State Government’s sustainable urban development authority. Pru is an architect and property professional who specialises in creating new benchmarks in urban planning, sustainable developments and public infrastructure.
She has held senior roles in the development of the Melbourne Museum and Melbourne’s Federation Square and has worked internationally, managing property affairs and the delivery of major infrastructure in South Africa and Malaysia. Immediately prior to joining VicUrban Pru was CEO of Monash Property Management Pty. Ltd.
VicUrban is responsible for the development of major urban renewal initiatives including Melbourne Docklands and the revitalisation of Central Dandenong and urban growth projects across Melbourne and provincial Victoria. Other initiatives include design excellence, community infrastructure, environmental performance and affordable housing.
At VicUrban, she is driving new achievements in environmental planning, the delivery of affordable housing, urban design excellence and the creation of effective communities.
Pru is a Director of the Zoological Parks and Gardens Board of Victoria and serves on the Board of the Committee for Melbourne, the National Advisory Board of Infrastructure Partnerships Australia (IPA) and is a member of the Federal Government’s Built Environment Industry Innovation Council (BEIIC).
Dr Adrian Panow
Director Energy Investment, Department of Primary Industries
Adrian Panow is the Director Energy Investment within the Victorian State Government Department of Primary Industries. In this role he leads a team which is responsible for securing private sector investment to deliver on Victorian Government energy policies. The portfolio includes electricity generation from natural gas, wind, solar, geothermal and wave resources.
Prior to joining DPI, Adrian was the International Business Development Manager – Bioscience for Bonlac Foods Limited (at the time, Australia’s second largest dairy company). Adrian has also held management and board positions in public/private research centres and lectured in biotechnology.
Adrian has a Bachelor of Applied Science (Biochemistry/Applied Chemistry) degree and a PhD (Title: “Microbial Methanogenesis from Carbonaceous Substrates” - an investigation of the scientific and economic facets of the potential for the conversion of black coal waste into methane through bioprocessing). He also holds a Graduate Certificate in Business Administration (Executive Business Operations) from the Mt Eliza Business School (University of Queensland) and is a Graduate Member of the Australian Institute of Company Directors.
Tony Michelle

Tony Michele is the recently appointed client Project Director for the $1 billion Parkville Comprehensive Cancer Centre, a joint Federal and Victorian Government-funded social
infrastructure project currently being procured as a Public-Private Partnership (PPP).
With a professional background in operational health and hospital-based research as a former senior executive at The Wesley Hospital in Brisbane, Tony also brings to his new role a track record for successful delivery of social (health) infrastructure projects.
Completed in June 2008, the award-winning $250 million new Royal Women’s Hospital – Australia’s largest specialist hospital dedicated to improving the health of women of all ages and newborn babies – was delivered by a PPP team led by Tony as the client Project Director representing the Victorian Government.
Before this, Tony was a member of the Major Projects Victoria team that successfully delivered the $400 million Austin Hospital redevelopment and Mercy Hospital for Women relocation (AR/M) Project that remains to date the single largest hospital redevelopment project completed in Victoria. Traditionally procured for Managing Contractor construction, completion of the new Austin Hospital and relocation of the Mercy Hospital for Women was achieved on time and to budget in May 2005.
Immediately prior to re-joining the Department of Health, Tony was Bid Director at Bilfinger Berger Project Investments with responsibility for the identification, origination and strategic leadership of PPP bids for health and hospital projects in Australia and New Zealand. Tony most recently led for Bilfinger the Torrens Health Partnership consortium bid for the $1.7 billion new Royal Adelaide Hospital, with the consortium recently shortlisted to participate in the next phase of project procurement.
Educated at the University of Queensland, Tony also enjoyed working at the University for several years in the School of Biomedical Sciences within the Faculty of Science.
Tony is a longstanding Member of the Australian Institute of Company Directors (MAICD) and Senior Associate of the Financial Services Institute of Australia (SA Fin).
Peter Seamer
CEO, Growth Areas Authority
Peter Seamer is the CEO of the Growth Areas Authority since mid 2007.
Peter has a background in engineering, planning and management with a Master of Engineering Science in Transport Planning and a Master of Urban Planning both from Melbourne University.
His background encompasses both government and private enterprise roles.
With a professional career starting in planning for new towns in the UK and Australia, much of Peter’s career has been in Local Government as the CEO of several cities including Essendon, Greater Bendigo, Whitehorse, and the City of Sydney.
Peter was the CEO of Federation Square during its development phase from March 2000 to February 2005.
Phil Turner
Director, City Development, Maroondah City Council
As Director of City Development, Phil’s responsibilities include managing Economic Development & Major Projects (which includes the Ringwood Central Activities District or Transit City Project), Statutory Planning and the Strategic Planning and Sustainability Department.
Phil has over 20 years in local government (he started at the former City of Ringwood in 1985) and has experience as a manager in areas such as Town Planning, Economic Development, Corporate and Business Planning, Local Laws and Building.
Phil’s tertiary qualifications include a Bachelor of Applied Science in Town Planning and a Graduate Diploma in Business Administration and Urban Research and Policy. He was part of the successful team that represented the City of Maroondah and won the Australasian final in the 1995 Active Learning Management Challenge.
Alex Guy

Alex is a market leading PPP adviser, rated by Legal 500 and Chambers' Guide to the Legal Profession, for example for his "personable nature and his ability to find alternative solutions to resolve issues as quickly as possible" as well as being, "confident and assured - he knows when to press a point and when to concede". He "stands out for his personable style and commercial acumen."
He has extensive experience of public procurement legislation in several jurisdictions and of drafting and negotiating PPP and associated documentation. Alex's clients include major contractors, operators, funders and both central and local government in Australia and overseas. Alex has advised on more than 20 PPP deals in the transport, highways, airports, emergency services and social infrastructure sectors as well as a broad range of non-PPP infrastructure projects. He acted for Keolis on its bid for the Sydney Metro Integrated Metro Operations PPP and is acting for KDR, a joint venture between Keolis and Downer EDI, on KDR’s bid for the Gold Coast Rapid Transit PPP. He has just completed an assignment for the New Zealand Treasury Department on potential PPP models for use in New Zealand and is advising the Victoria Department of Transport on the procurement strategy in respect of the $4.3 billion Regional Rail Link project. He is also leading the teams advising the consortium and funders in respect of Phase 2 of the London Borough of Brent's social housing PPP (due to close in April 2010) and the procuring authority on a PPP DBFO concession for Phase Two and future extensions of the Nottingham Express Transit network.

As Director of City Design for the City of Melbourne with nearly 40 years experience as a practising architect and urban designer, Rob has produced a large number of strategic urban design solutions and projects in addition to design-research based urban projects and strategies. Rob has attracted over 110 state and national awards for excellence including on four occasions the Australian Award for Urban Design.
In 2007, Rob was made a Member of the Order of Australia for services to Architecture and Urban Design and in 2008 became the Prime Minister’s Environmentalist of the Year at the Banksia awards.
A champion of both the arts and environmental sustainability he has worked to ensure that good urban design is established as a platform for city development into the 21st Century.

Jill Garner

Jill Garner established Garner Davis Architects, a St Kilda based architecture studio, with Lindsay Davis in 1990. After winning the design competition for the Wagga Wagga Civic Centre in 1995, GDA commenced to develop architectural credentials of depth and quality - a quiet lineage of considered small public buildings and private works, each articulate and timeless.
Jill has spent time at RMIT and the University of Melbourne teaching in design, architectural history and contemporary theory, and is a regularly invited contributor to architectural events, including awards juries, publications and journals, seminars and local and interstate lectures.
Jill regularly represents the architectural profession as an advocate for the importance of architectural design and innovation, and her recent appointment as Associate Victorian Government Architect continues this rolein a significant public forum.
Joe Kokai

Joe Kokai is the Group Executive: Business and Strategy for Bovis Lend Lease Victoria/SA/Tas. With 15 years in the industry, Joe has extensive experience as a Project Director across a range of sectors, including industrial, commercial, retail and mixed use projects.
Joe has a background in engineering, construction management and project management, and holds a Bachelor of Planning and Design and a Bachelor of Building from the University of Melbourne.
Joe manages the conversion of all new projects for Bovis Lend Lease in the Southern region. He combines the experience of managing large scale project teams with functional design expertise and strong stakeholder management skills. As a result, he is highly regarded in the industry, particularly with government and publicly listed clients.
Most recently, Joe has worked with Major Projects Victoria to lead the design and construction of the new $300m Melbourne Markets Relocation Project.

Jeffrey Gilmore

Jeff Gilmore is Executive Director of Planning Policy and Reform in the Victorian Department of Planning and Community Development. He has responsibility for strategic land use planning across the State and including Melbourne and acts as the custodian of the planning system including the legislation and policies that support it.
Prior to this he was Chief Executive of the Sullivans Cove Waterfront Authority in Hobart, Tasmania with the responsibility for planning and development of Hobart's historic waterfront.
He has been Deputy Secretary of the Tasmanian department with responsibility for planning, was a member of the State's Resource Management and Planning Commission and was responsible for developing the State's Water Development Plan. He has worked in natural resource management for 20 years and originally trained as a fisheries biologist.
Dr. Peter Stewart

Peter has more than thirty years experience in the construction and education sectors, and is currently the General Manager of Infrastructure Division for the Department of Education and Early Childhood Development in Victoria. In this role he has responsibility for the capital works programs which include new schools, modernisations and regeneration projects; Emergency Services; Provision Planning and Property Management.
Peter is also responsible for the delivery of the $2.5 billion BER (Building the Education Revolution) project. Peter works with a team of consultants and contractors in the delivery of this significant program in Victoria. BER includes the delivery of more than 1400 significant projects in a 18 month time period.
Prior to joining the Department, Peter was Associate Professor and Head of the School of Property, Construction and Project Management at RMIT University. Earlier in his career he worked for Fluor Daniel, and with the Victorian Public Works Department and Ministry of Education.
Peter holds a Doctorate from RMIT University, a Master of Building from University of Newcastle, and an honours degree in building from the University of Melbourne.
David Walker

David has spent the last eight years working as a hospital engineer at Bendigo Health, he became the chief engineer in 2003 and executive director in 2007. David was presented with the ‘Engineer of the Year’ Award in 2005 from the Institute of Hospital Engineers for outstanding performance.
Recently David has been given the title of executive director new bendigo hospital project and heads up Bendigo Health Project team for the new Bendigo Hospital.
Prior to this David spent 14 years as a project manager and control systems engineer working in the food, drink, pharmaceutical and fine chemical industries in the UK and Australia.
David’s current role manages the buildings and infrastructure division at Bendigo Health and leads the hospital redevelopment team.
Allan McPherson

Allan McPherson is the Executive Director, Water Industry Division in the Department of Sustainability and Environment. He is responsible for the governance of Victoria's water industry.
Mr McPherson has extensive experience in public administration and has specialised in developing and reforming regulatory and legislative policy frameworks in the public sector. He has wide experience and held senior roles in industry governance, infrastructure and project facilitation. His work has focused on the water, fishing, mining and quarrying industries.
Paul Crowe

Paul is an Executive Director of Plenary Group within the Origination team, specializing in the structuring and tendering of public private partnership projects.
Paul has been extensively involved in the structuring and execution of Plenary Group's major tenders including
- the new Melbourne Convention Centre Development, and associated Hotel and commercial precinct;
- the Barwon Water Biosolids Project;
- the new Biosciences Research Facility at Latrobe University; and
- the Parkville Comprehensive Cancer Centre which is currently being tendered.
Prior to joining Plenary Group, Paul was with a major commercial bank executing transactions within the Infrastructure and Utilities sectors. And in the early part of his career, Paul worked as a consulting engineer for several years within the water resources sector.
Paul now combines this financial markets experience with practical applied skills to the detailed development and execution of Public Private Partnerships and other commercial development opportunities within the Plenary Group.

Scott has 18 years experience in the water industry. His background includes experience in strategic and regulatory planning for sewage treatment and recycling schemes, water quality operations and planning, sewerage treatment and network operations, water network operations, construction and risk management.
Halvard Dalheim

Halvard’s commenced with the Department in August 2005. He is currently the Director State Strategy where his responsibilities are Metropolitan Policy and the Urban Development Program. Recent initiatives where Halvard has been the Project Director include:
- Melbourne 2030: a planning update, Melbourne @ 5 million, and
- Retail Policy Review – Discussion Paper.
During his time in the Department Halvard has also been responsible for a number of teams including activity centres and transit cities, regional housing statements, network cities and Phase 1 of the Audit of Melbourne 2030.
From 1997 to 2005 Halvard was the Manager Strategic Development at the City of Casey where responsibilities included strategic planning, economic development and design. A highlight was recognition for Council’s business and learning initiative the I.C.E Program which was awarded the Overall Winner in the National Awards for Innovation in Local Government, in 2001,
Before joining the City of Casey Halvard worked for over ten years at Ratio Consultants, where on leaving he was the Associate Director responsible for strategic planning.
During his work career Halvard has also held positions in a number of professional associations including:

Stewart Humphreys-Grey was appointed Executive Director of the Delivery Coordination Division in 2009, after more than two years as a General Manager at Telstra, he was responsible for the marketing transformation lead and the consumer launch of the Next G network. Prior to this,
Stewart worked as a consultant in the IT, telecommunications, utilities, government, retail, and health industries which was preceded by a five-year stint at the Public Transport Corporation (VLine Passenger Division). Stewart has a Masters Degree of Management from Monash University.
Adam Boyle
Leisure & Library Services Manager,

Adam is the Leisure & Library Services Manager at the Melton Shire Council, one of the fastest growth municipalities in Australia, 19 km west of the Melbourne CBD. His responsibilities include leading the Open Space Planning, Recreation and Facilities, Leisure Centres and Library Services teams.
Adam has operated 12 years in local government and has experience as a manager in areas such as tourism, marketing and cultural services.
Adam leads a division of Council responsible for the delivery of a number of civic infrastructure developments; including over the past few years integrated community service delivery hubs; Community Leisure Pavilions; Leisure Centre’s and the Caroline Springs Library & Civic Centre.
Tony Murphy
Project Director M1 Upgrade,
Transurban
As Transurban' Project Director, Tony is ultimately responsible for the delivery of the Southern Link Upgrade.
He is chairman of the Southern Link Alliance Leadership Team, a group which comprises senior members of the three organisations which make up the Alliance (Abigroup, Maunsell and Transurban) and oversees the Alliance - ensuring the interests of all organisations are represented, but that the Alliance is ultimately operating as one.
Tony also has a wider role across the entire Monash-CityLink-West Gate Upgrade, sitting on the Project Leadership Team. The PLT comprises members of both VicRoads and Transurban and is responsible for all major project decisions and delivery.
Tony is a principal adviser to Australia’s pre eminent medical research organisation, the Walter and Eliza Hall Institute, which is undertaking a $150 million building redevelopment. In addition Tony has recently been appointed to advise the Victorian Arts Centre Trust which is currently embarking on the first stage of the redevelopment of the Victorian Arts precinct.
David Clements

David Clements is Southern Way's General Manager. He has over 15 years experience in the construction industry and has gathered experience on a diverse range of construction projects including high rise buildings, processing plants and large scale transport infrastructure projects in both green and brown field environments.
David spent seven years working in Asia on building and civil construction engineering projects prior to moving back to Australia where he has led teams on significant complex projects such as the Southern Cross station redevelopment. In the past two years David has focused on the development and submission of major civil and construction bids of the Government including the development of strategies for the delivery of these projects.
David joined the Southern Way project team in March and will lead the team through the delivery phase of the project.

Graeme Chambers is currently Project Director for the Design and Construction of Peninsula Link the $759m, 27km freeway between Carrum Downs and Mount Martha, which is being delivered as an availability PPP.
Graeme brings considerable civil engineering construction skills and experience along with the multi-disciplinary skills essential for successful project delivery teams.
Prior to taking on the Peninsula Link role, Graeme was Abigroup Southern Region Engineering Division Manager where he was directly responsible for the performance of the Southern Region Civil Division. Graeme’s role included successful procurement and delivery of projects in a variety of industry sectors, including roads and bridges, mining, marine, industrial and water.
